تحت صلاحيات البلدية كمّ كبير من الخدمات الاجتماعية والصحية والحياتية التي يمكن أن تقدّمها لأهالي وسكان بيروت. لكنّ المجالس ورؤساء البلدية المتعاقبين لم يلتفتوا سوى لمشاريع البنى التحتية والتجميل في غالب الأحيان، من دون التركيز على الخدمات.
"يلاحظ العديد من سكان العاصمة بيروت تقاعسًا في صيانة البنية التحتية للمدينة، من الأرصفة والطرقات إلى الإنارة وتصريف المياه، هذا التقاعس يساهم في زيادة الإحباط العام بين البيارته، حيث أصبح من الواضح أن التحسينات تتم بشكل خجول وغير مستدام، وغالبًا ما تقتصر على ترقيعات مؤقتة بالكاد تستمر لفترة قصيرة".
Al-Zuhairi concludes: “To the instigators, we say frankly, we hope you learn a lesson and realize that your incitement against people’s rights and interests is not merely a political stance, but rather a behavior that affects people’s livelihoods and dignity. Messing with the fate of others and depriving them of their right to their property and work is nothing but cutting off their livelihoods. Therefore, you must know that cutting off livelihoods is like cutting off lives.”
