Al-Zuhairi pointed out that field studies and documented figures from several non-governmental organizations confirm the existence of a large number of buildings that do not meet public safety requirements, especially in densely populated areas, which poses a direct threat to lives and property.

The necessity of expediting the cleaning of winter water drainage channels and opening sewers in public streets and alleys from dust, waste and scattered waste that contribute to clogging filters and from water regression in a reverse manner, as it prevents its discharge in its natural course, and this will inevitably result in torrential torrents and floods that may exacerbate the problem of building collapse.

Al-Zuhairi stressed that “the Tripoli Municipality, through its Engineering Department, must act urgently to evacuate the threatened building, as well as the buildings adjacent to it, under the supervision of specialized engineers, and in coordination with the Civil Defense and the Higher Relief Commission teams, especially if these buildings are inhabited. Clear warnings should also be issued to the residents of the area not to gather around the site of danger or damage, in order to ensure their safety and public safety.”

The authority also warned of the health and environmental risks resulting from the high rate of groundwater pollution.

Al-Zuhairi concluded her final speech by stressing the need to respect and implement the laws and not to be lax or negligent in demanding their implementation in order to ensure the proper functioning of organizational and legal work and to put an end to chaos and harm.

Al-Zuhairi saw that owners have a golden opportunity to benefit from the expiration point of the extension of the effects of non-residential rental premises on 6/30/2022, and between the failure to publish the law in the Official Gazette and the availability of a fixed basic rule in the event of the absence of any specific text, resort is made to applying the rule of the provisions of the general text, i.e. the Law of Obligations and Contracts.
